Jackie H. Baber
Chief Executive Officer (CEO)
Mrs. Baber joined LTM INC. in January 1997 as a member of LTM’s first government contract in support of PMA-226 and the H-46 Helicopter. She became the Director of Human Resources in June 1999 and was promoted to Vice President in June 2006. Her background includes benefits negotiations, governmental compliance, payroll administration and employee relations and management. In addition, she serves as the Trustee for the LTM 401K Plan and Plan Administrator of The LTM Employee Stock Ownership Plan (ESOP). Ms. Baber is a member of the Board of Directors of LTM. She holds her B.S. degree in Business Administration from East Carolina University. Mrs. Baber is also an executive management graduate of the Tuck Business School at Dartmouth.
Donna O. Hester
Chief Financial Officer (CFO)
Ms. Hester is LTM’s CFO with over 25 years of progressive experience in Financial Management. She provided Foreign Military Sales (FMS) financial support for twelve years for various Navy and Marine Corps programs including the Spanish and Finnish F-18 programs. Ms. Hester transitioned to Corporate Finance in 2002 and in 2008 was promoted to Executive VP, Business Operations, with oversight functions for contracts, finance and accounting. Ms. Hester is responsible for strategic planning, budget development and adherence, job profitability and daily financial operations of the Company. In 2014, she was elected to the Board of Directors of LTM and in 2023 she was named LTM’s Chief Financial Officer. Ms. Hester holds a bachelor’s degree in Finance from the College of William & Mary.
Todd Thurman
Vice President, Business Development
Mr. Thurman joined LTM in 2021 following an extensive federal government and contractor career. As a government civilian he has served in many senior engineering and program management roles. He served as a flight test engineer at Patuxent River Maryland, overseeing testing for multiple Type/Model/Series rotary wing aircraft for land and ship-based testing. Mr. Thurman was the Technical Director for the Joint Shipboard Integration Process (JSHIP) OSD Joint Test and Evaluation program. He was later the first government civilian to be the Technical Director of the OSD Joint Test Support Cell in Suffolk VA. Mr. Thurman continued his career at FRCE in various roles, which included Power and Propulsion Department Head, Fleet Support Team Lead for the AV-8B Harrier, VH-71 Presidential Helicopter Replacement, and IPT Lead for F-35 Lightning. After departing the federal government, he was Senior Vice President for Zenetex, LLC within the Logistics Maintenance Group which was responsible for engineering, logistics, and MRO artisans across DoD. Mr. Thurman holds a Bachelor of Science degree in Aerospace Engineering from North Carolina State University, and Master of Science degree in Management from Floridia Institute of Technology.
Amy Ashley
Vice President, Contracts
Mrs. Ashley is LTM’s Vice President of Contracts with over 25 years of progressive experience in Financial Management and 15 years of cradle-to-grave Contract Management Experience. Mrs. Ashley joined LTM in 2021 and is responsible for preparing, negotiating and managing all Prime and Subcontracts on behalf of LTM. Mrs. Ashley has experience in the various terms and conditions of a contract, and ensures full compliance with the duties and responsibilities of a Contract. Mrs. Ashley maintains relationships with customers and suppliers and serves as the point of contact for matters concerning all Prime and Subcontracts. Mrs. Ashley also participates in all aspect of proposal development, preparation, and submittal. Mrs. Ashley hold a Bachelor’s degree in Economics from St. Mary’s College of Maryland and a Master’s degree in Management from the University of Maryland Global Campus.
Lance Tucker
Vice President, Engineering Services
Mr. Tucker is the Vice President of Engineering Services for LTM. Mr. Tucker joined LTM INC in Oct 2020 following over 34 years of federal service at Fleet Readiness Center East. He is in charge of engineering for LTM and was promoted to Director of Engineering Services in May of 2023.
At FRCE, he served in many roles in the Propulsion and Power Department. He spent time in turboshaft engines, Auxiliary Power Units and served as the Gas Turbine Compressor and Pneumatics Fleet Support Team Lead. He spent the last 20 years of his federal career in management as the Auxiliary Power and Drives Branch head with the last 14 years as the Propulsion and Power Department Head. In addition to his department head duties, he was in charge of recruiting for the FRCE engineering department.
Mr. Tucker holds a BS degree in Aerospace Engineering from North Carolina State University and is a graduate of the NAVAIR Senior Executive Management Development Program.
Ms. Robynn Storm joined LTM in March 2023 and is currently serving as the Logistics Program Manager. Ms. Storm is a seasoned logistics and program management professional with extensive experience in overseeing complex operations and strategic initiatives within the defense sector. With LTM she is responsible for the oversight of logistics personnel and the management of a substantial $150 million Logistics Services Contract. Her role includes supporting the Director of Engineering Services with the management of the Logistics and Engineering Contract (LOGGEN).
Prior to her current role, Robynn served as the Division Director for Acquisitions, Procurement, and Industrial Supply at FRC-East, where she managed all procurement activities, awarding 187 contracts worth approximately $51 million in FY22 alone. Her leadership in this role ensured the successful processing and payment of over $35 million in contract invoices and oversight of the largest Government Commercial Purchase Card Program within NAVAIR, which saw zero audit deficiencies under her tenure.
Earlier in her career at FRC East, Ms. Storm held several significant leadership positions, including Director of Logistics & Industrial Operations, where she managed a workforce of over 2,800 personnel and an annual budget exceeding $170 million. She also served as Department Head for Industrial Execution, Logistics, and as an Assistant Program Manager, showcasing her broad expertise in logistics, industrial operations, and program management.
Ms. Storm earned her Master of Business Administration from the Florida Institute of Technology and holds a Bachelor of Arts in Human Resources from Hood College. Her extensive background reflects a deep commitment to enhancing logistics operations and program management within high-stakes environments.

Heath A. Maddox
Vice President, Corporate Compliance
Heath A. Maddox currently serves as Vice President of Corporate Compliance, Chief Information Security Officer and Facility Security Officer at LTM INC., where he provides executive leadership over compliance, security, information technology and risk management in support of government contracting operations. With over 25 years of experience, Heath brings deep expertise to LTM’s management team.
In this role, Heath is responsible for ensuring organizational compliance with federal regulations and maintaining robust security frameworks that align with both regulatory requirements and business objectives. Programs overseen are; ethics and compliance programs, Cybersecurity Maturity Model Certification (CMMC), Controlled Unclassified Information (CUI), ISO standards, corporate security , information security, and personal security. His leadership approach emphasizes integrity, accountability, and proactive risk mitigation, helping LTM INC. maintain trust with government customers, Contractor partners and LTM’s 300+ employees.
Heath’s background in customer support, logistics management and his detail-driven security & compliance program oversight play a critical role in strengthening operational resilience and supporting LTM’s long-term mission.

Mark Meno
Director, Strategic Planning
Mr. Mark Meno currently holds the position of Senior Engineer at LTM INC. He previously served in a variety of Dept of Navy civilian positions over more than 30 years.
Prior to his current position, his final position in the Dept of Navy prior to retirement was a move to a Headquarters position, serving as the Engineering Group Head for Commander Fleet Readiness Centers.
His career prior to 2024 was centered at Fleet Readiness Center (FRC) East aboard Marine Corps Air Station Cherry Point, culminating in serving as the Executive Director from 2020-2024. As the Senior Civilian and Chief Operating Officer for a command workforce comprised of more than 4,000 civilian (including over 1,000 engineers), contractor and military personnel and an annual revenue of over $900 Million, he led a team of senior leaders responsible for a wide array of Navy and Marine Corps aviation sustainment responsibilities, providing sustainment, maintenance, and fleet operational support all assigned Navy and Marine Corps aircraft, equipment, and support systems.
Meno earned a Bachelor of Science in Chemical Engineering from Virginia Tech in 1994. Upon graduation, he was employed at NADEP Cherry Point (now Fleet Readiness Center East), where he served as a materials engineer responsible for organic coating removal, corrosion control, and aircraft and hot section engine cleaning technologies deployed in the production environment. He moved into management in 2000, first serving as the analytical chemistry and composites branch head and then in 2005 as the inaugural Engineering Sciences Department Head, followed shortly thereafter by a promotion to the Air Vehicle Department Head position. In 2015, he was selected as the Head of the Research and Engineering Group with technical and management leadership of approximately 1,000 engineers. He was selected as Executive Director in November 2020. From fall 2021-fall 2022, he was selected for and assigned to a 12-month rotation in the Pentagon with the Office of the Deputy Assistance Secretary for the Navy – Sustainment (DASN/S) supporting a broad range of Naval Aviation policy, financial, and infrastructure efforts.
