Mark Allworden, Contracting Officer

763d CONS/LGCA, 10480 22nd St JBER AK 99506

(907) 552-2965/5488

Provided materials, services and to Joint Base Elmendorf Richardson, AK to remove a WWII wooden train bridge spanning Ship Creek. The bridge no longer in use, posed environmental hazarded to the salmon spawning grounds caused by the bridge deterioration as evident by creosote run-off into the stream. The toxicity of deteriorating material caused concern for the Alaska fish and Wildlife for spawning salmon and downstream fish hatchery.

The project required multiple skilled resources including Program Management, engineering, logistics, equipment and critical understanding of environmental abatement to meet State and Federal concerns. The bridge deck was 45 ft long and 20 ft wide. It was set on 30 wooden piles planted approximately 10 ft into the creek bed and 10 ft above the waterline. Selective clearing and grading were undertaken to facilitate the bridge removal and coordinated with base wildlife habitat agents to ensure least possible impact to the creek backs, and side vegetation.

Timing was a critical aspect to this project as the work permits only allowed us 10 working days to complete the project due to winter thaw, rising water levels, and spawning salmon work restrictions.

A sound work plan was created to: 1) all work permits and state environmental permits were in place, 2) all safety requirements and considerations were well thought out to ensure safe operations, 3) to ensure hazardous waste abatement from removing the bridge was managed to the highest degree possible ensuring safety to spawning salmon.

The KO’s comments included: “this team showed a high degree of integrity and professionalism for completing this project ahead of schedule.”

Functional Area 3.1 Research and Development Support
Contract: DAAB07-03-C-N001
Customer: Army Battle Command System (ABCS) and Stryker Interoperability

Land Warrior

Land Warrior is a high tech “system of systems” designed to provide every soldier with enhanced capabilities. This integrated, fighting system dramatically increases the combat soldier’s lethality, battle command compatibility, survivability, mobility, awareness, sustainability and combat effectiveness.

General Dynamics C4 Systems leads the system development and integration program to enhance the current version of the U.S. Army’s Land Warrior system, to enable Army Battle Command System (ABCS) and Stryker Interoperability, and provide a path to the Future Soldier.

A Fully Integrated Soldier System

The Land Warrior system is a high tech “system of systems” designed to provide every soldier with overmatch capabilities. This integrated, soldier-fighting system dramatically increases the combat soldier’s lethality, battle command compatibility, survivability, mobility, awareness, sustainability, and combat effectiveness.

Land Warrior enables soldiers to engage and defeat enemy targets while minimizing friendly casualties. The Land Warrior system is modular to permit tailoring for mission requirements, minimize the combat load, and facilitate maintenance. Land Warrior enables command, control, and sharing of information, thus providing “total battlefield visibility” and integration into the digitized battlefield with a consistent and intuitive interface for use under combat conditions. The system integrates previously distinct components such as protective clothing, communications, sensors, and power, to enhance capabilities without adding weight. These components are integrated into a system that can make the dismounted combat soldier lethal, survivable, and informed.

Each individual soldier on the battlefield can easily and clearly communicate with others in the squad by voice, visual and text data. The soldier always knows his precise location, where his buddies are, the mission plans and known enemy positions. He can accurately engage targets from cover — day or night — even around corners, without exposing himself to the enemy fire.

Alion MA&D Operation (formerly Micro Analysis & Design)

Existing SeaPort-e Prime:

N00178-04-D-4084

Website:

http://www.maad.com/index.pl/http//www.maad.com/index.pl

Technical Capability:

Here at Micro Analysis & Design (MA&D), we have been changing the way that the systems engineering community integrates human considerations into the design process since 1984. Our perspective – the human as a system component – is both powerful and critical for engineering analysis. Our knowledge of the human component is supported by the wide variety of models and tools that we use to predict human performance as a function of job, environment, and equipment design. This allows the human issues to be studied with a level of engineering rigor consistent with that of the system hardware and software elements. And, we have applied these tools and methods ourselves to a wide range of commercial and military systems engineering processes with great success. The result is a system where the human is not an afterthought but rather, an integrated component working in concert with the other hardware, software, and human components.

This focus on human-systems integration has opened the door to many new opportunities in both basic and applied research. For example, MA&D is currently leading one of the U.S. Army’s premier basic research efforts in which we are advancing the state-of-the-art in cognitive and computer science. The goal of this $116M contract is to develop technologies for Advanced Decision Architectures in these specific research areas: cognitive process modeling and measurement, analytical tools for collaborative planning and execution, user adaptable interfaces and auto-adaptive information presentation. In addition, MA&D is the human-machine interface lead on a number of Army and Navy applied research programs where the goal is to understand how humans interact with unmanned systems and to design the interface so that it is optimized from the human’s perspective.

Our main tool for analyzing human-systems integration (HSI) issues is computer simulation and modeling. We have a commercial computer simulation product, Micro Saint, which is a task network modeling tool that is being used to simulate and solve problems primarily in military systems, as well as in health care, manufacturing and service systems. In addition to our proven capabilities in task network simulation, we have recently added a strong corporate capability in cognitive modeling. One of the primary developers of ACT-R, the highly regarded tool for modeling cognition, has joined our staff.

Our commercial products have emerged from what is currently the larger part of our business: the delivery of research, development, and engineering (RD&E) services. Our largest customer is the U.S. government with the largest component of this being the U.S. military. We have been able to take advantage of the military’s substantial investment in new systems by developing solid HSI processes, performed by an experienced and talented staff, and supported by quantitative tools and research. Our management commitment, staff, and product line, can support growth in this market well into the next decade.

MA&D is also well known as a developer of custom software tools. Some of these tools include IMPRINT, IPME, WinCrew, SMART, C3TRACE and MITAS. Each of these tools has been designed for a specific focus area and is fundamentally built on the same simulation engine as Micro Saint. More information on these tools can be found later in this brochure.
Through our customer-focus and extremely low staff turnover, we have developed a reputation for delivering high-quality work, on time, and at a competitive price. The best evidence of our success is our outstanding customer retention rate—customers who have used our services consistently come back to us again and again.

Systems Research Management was acquired by Stanley, Stanley’s portfolio of services—each customizable to meet the unique needs of our clients—includes our capabilities of Systems Engineering, Enterprise Integration, Operational Logistics, Business Process Outsourcing, and Advanced Engineering and Technology. Our Strategic Consulting Services focus on the client. We listen, validate and bring carefully-matched resources and innovative approaches to the most challenging issues. We help our clients develop the smart sustainable solutions that deliver results.

Full lifecycle support
Our end-to-end information technology services and solutions portfolio support our clients throughout the design, build and integration, and operation and modernization stages of a program, product development or business lifecycle. By combining knowledge and successful implementation of best-of-breed processes with intelligent application of emergent technologies, we help our clients meet critical goals and milestones on time and within budget in support of their operational objectives.

Ensuring quality in our services
We apply proven and repeatable quality control and management processes to ensure our client’s success. The foundation of this effort is our Quality Management System (QMS), which operates in accordance with industry methodologies, including ISO 9001-2000, Six Sigma, and Lean Manufacturing, as well as the Software Engineering Institute’s CMMI Level III. We apply QMS to our contract and task management procedures, operations support, systems and software engineering, and systems integration. Our program managers have been trained to adapt QMS CMMI Level III to the evolving technology, practices, and priorities of our clients, thereby mitigating program and task risk, while retaining its core principles and processes. In particular, we have adapted QMS to meet the specific integration needs of the Joint Strike Fighter (JSF) Program Office, the passport production facilities we support for the Department of State, and our software development efforts for the U.S. Marine Corps, U.S. Army and several federal civilian government agencies.
